When all things are equal between candidates, issue a simple writing test and see who wins.

One method I like is to provide candidates with 10 un-related words, a piece of paper and a pencil. Give them 30 minutes to use each word and write a story that makes sense. It’s fun and provides a bit of insight into how creative a candidate can be under time-pressure.
